I was with Colleen in the Missionary Training Center and then was her companion for about two months in Dagupan when we were transferred from the Indonesia Jakarta Mission to the Philippines Quezon City Mission. She was a hard-working, diligent and cheerful missionary. We supported each other in the transition to a very different mission and in trying to fulfill the purposes of Welfare Services missionary work. I have sweet memories of our time together. My sympathies to all her family.

Dear Fullmer Family,
I am so saddened to hear of Colleen's death. She was a friend, a colleague and my first boss at WSU. Colleen did everything from a place of deep respect and compassion. She was inspiring, caring and wise. Personally she helped me navigate my transition to paid work after many years of raising children. Colleen supported me, encouraged me and gave me the room and the tools to grow while I worked under her. Later we became friends after I transitioned to another program in our extension office. I counted on her wise and compassionate counsel and support many, many times when I felt over whelmed. Colleen had the gift of listening, supporting others without judgement and a willingness to acknowledge and validate others and their contributions. I always felt that I could trust Colleen with my life if I ever had to.
I came to learn that she and I were just about a few months apart in age. I ache for all of you that she is no longer there in person. Colleen made me a beautiful cross-stitch and helped plan my retirement party just a few months before hers. Colleen will always remain a beautiful light and inspiration for me. I hope that your many memories of her burn as brightly as she did.

Colleen was a special woman. I am grateful for the time we spent together developing the Strengthening Families Program in Snohomish County. I came to appreciate her determination to make this program successful and her commitment to families and communities throughout the county. She was a gift to the many lives she touched. I know that her family and her deep faith were part of foundation that made her a success in the world.
I am sorry that her life ended so soon after she retired. I know she treasured each day and all of you as she spoke of you all to me as we talked about what retirement would be like for each of us. I also retired in 2019. Colleen made me a precious crossstitch ornament for my Christmas tree as a retirement gift. I enjoyed seeing it and holding it again this year and reflected on the woman who made it as I hung it on the tree and put it away. This year the reflection took on extra meaning because I had received word that Colleen was in the last stages of her life. I wish you all courage and strength and the joy of remembrance of this wonderful woman. I am so sorry for your loss.

I'm so sorry for your loss.. and loss to all of us I didn't get to see her often (I work in another county and only for the past 3 years)
Colleen had a Servants heart She really was very kind, compassionate, and thoughtful person. When I first started working in Extension, we were both beginning SFP programs. She did indeed make me feel important and valued.

Colleen was a true friend and mentor. An example of the pure love of Christ, always willing to give and serve others. She was easy to talk to and always made me feel like I mattered and was forgiving of my faults. There are several times where I would be having a rough time and out of the blue I would get a call from Colleen asking how I was doing. Heavenly Father often answers prayers through other people and Colleen was 'my people'. I enjoyed spending time with her whether it was a game night (we had one due to be rescheduled), trying out a new restaurant or talking about which Hallmark movie was our favorite.
Colleen will be greatly missed.
I'm thankful to know that we'll see each other again.

Colleen has been a stand in mom to me over the years. She had an amazing ability to love and strengthen everyone she came in contact with. I frequently called her when I needed advice or just to vent about how difficult life could be. She always would reassure me and help me feel better. She wasn't afraid to share her opinion or tell you how it was going to be...but she was never mean about it. She had a calm strength and leadership that just drew people in. Her testimony of her Heavenly Father shone through everything she did. She was THE only one that could get my picky eater to actually eat her veggies and we looked forward to meals with her and Bart. She would go out of her way to use her amazing home ec skills to bake treats for the kids because it was a little way to show how much she loved and cared about us. She was a godsend during my own battle with cancer feeding my family and running my kids all over town to church activities. I thought she was crazy for wanting me to serve with her in relief society but I loved every moment learning from her. She was a truly inspiring women who loved her family. She often shared stories about football games with Bart and what her kids and grandbabies were up to. I will miss her immensely as I know so many others will.
To Bart and the kids: know that you are in all of our prayers. Knowing families are forever brings comfort but it's still ok to grieve. So in those quiet moments when it just hits you and takes your breath away...know that she is still with you. This is only temporary and you will see her again. Until then she will be busy on the other side of the veil teaching, loving, and strengthening just as she did in her life. We love you Colleen and you will be greatly missed!

We were sorry to hear of Colleen's passing. We lived in the same ward with the Fullmers for many years. We were always impressed with Colleen's strength, compassion, & willingness to serve those around her. Although we moved away years ago, whenever we hear people talking about strong and valiant women, we think of Colleen.
Our hearts go out to Bart, Paul & Julianne and their families at this time.

Colleen and I served together in the stake Relief Society. She was always so giving of her time and taught me so much about leadership. I am a better leader and person because of that special time together. I’m so sorry to hear of her passing, my th thoughts are with her family who she adored so much!

I remember spending a weekend with Colleen when we went wedding dress shopping for Julianne. I remember being in her home later that year when Julianne was married. She is so kind in word and deed, so thoughtful, so selfless, and so pleasant to be around. She will be missed!
